Advanced Tool Design washers seem well made.

Both the fiber and the nylon washers in this assortment seem to be well made , and in convenient sizes. I compressed one of the 5/16 inch fiber washers between a bolt and a nut , and the washer seemed to compress normally ( about 10 to 15 % of the thickness) . Although initially the surface texture of the fiber washers seemed a bit rougher than normal, the compressed area of the washers was much smoother, and I believe would seal well. The fiber washers in this assortment are thicker and wider than usual, and seem to be heavy duty . The nylon washers also compressed normally between the bolt and nut.
